What Apple Indoor Maps actually is
The Apple Indoor Maps program lets a venue owner publish a detailed indoor map of their building, which then renders inside the Apple Maps app on iPhone and iPad. Apple does not charge a fee to register, to use the data format, or to use the underlying indoor positioning service.
The data format is IMDF — Indoor Mapping Data Format — an open standard maintained through the Open Geospatial Consortium. IMDF describes every floor, every room, every walkway, every stair, every elevator, every amenity, as a structured geospatial dataset. Once your IMDF is validated and approved by Apple, the map shows up in Apple Maps. Visitors with an iPhone can search inside the venue, get directions floor-to-floor, and see a blue dot of their position when the indoor positioning service has coverage. What it takes to be eligible
Apple describes the program as appropriate for owners or operators of "almost any large public or private venue." In practice, the venues that benefit are the ones that visitors find through Apple Maps in the first place — airports, large train stations, flagship shopping malls, stadiums, theme parks, major universities, large hospitals, museums.
The data requirement is substantial. IMDF expects CAD-quality floor plans. At minimum, the dataset must define walkways, stairs, and elevators correctly so Apple can validate it. Most venues that submit successfully either already have CAD-grade architectural files or hire an indoor-mapping consultancy to convert their drawings into compliant IMDF. Budget for that conversion typically ranges from $5,000 to $50,000 depending on building size and complexity, and ongoing CAD maintenance is needed every time the layout changes.
Apple reviews each submission. Approval is not automatic. For venues that do not fit the program — most mid-sized hotels, offices, conference centers, warehouses, mid-sized hospitals, smaller campuses — Apple Indoor Maps is simply not an option, regardless of budget.
The iPhone-only reality
Apple Maps renders Apple Indoor Maps only on iPhone and iPad. Android visitors do not see your indoor map at all, no matter how much work went into the IMDF. They get the standard outdoor Apple Maps experience or, more commonly, they default to Google Maps.
For consumer-skewed venues in the US — premium retail, flagship malls, some airports — iPhone share is high enough that this trade-off is acceptable. For most other sectors, it is not. Healthcare visitors skew older and more Android-heavy. International airports serve passengers from countries where Android share is over 70 percent. Higher education, logistics, and corporate visitors are mixed but rarely iOS-majority.
A wayfinding system that works for only a fraction of visitors is, in operational terms, a wayfinding system that does not exist. Staff at the information desk still field every question from the other fraction. That is the limit Apple Indoor Maps cannot solve for, even when the technology behind it is excellent.
Where QR codes fit
QR code wayfinding works on any phone with a camera made in the last decade — iOS, Android, KaiOS, anything that can open a URL. A visitor scans a printed code at the entrance, an elevator lobby, or a corridor intersection. A map opens in their phone's browser showing where they are and what is nearby. No app to install. No platform exclusion.

When to pick which
Pick Apple Indoor Maps if you are a large public venue with high iPhone visitor share, you already have CAD-grade floor plans (or budget for the conversion), you can absorb a multi-week submission and approval cycle, and the wayfinding job you need to solve is "be findable in Apple Maps" rather than "actively direct visitors at signage."
Pick QR code wayfinding if you operate any building outside that narrow profile — most hospitals, hotels, offices, mid-sized campuses, conference centers, warehouses, mid-sized malls, freight terminals — or if you specifically need to serve Android visitors, learn from search analytics, update the map without re-submitting it, or place printed signage that points people to a scannable map.
The two also coexist cleanly. A major airport can be listed in Apple Indoor Maps for iPhone-driven discovery and run QRCodeMaps signage at every gate and lounge for the rest of the passenger population. The QR codes are not redundant — they are the only thing the Android half of the passengers can use.
Honest cost comparison
Apple Indoor Maps charges nothing for the program itself. The real cost is preparing and maintaining the IMDF: typically $5,000 to $50,000 in initial conversion plus ongoing CAD updates whenever the building changes. Internal staff time on submission, validation, and re-validation adds to that.
